I don't have any suggestions except to cut it yourself. I used to do that when I had a mohawk.
As for colouring, definitely do it yourself. The prices they demand are insane. And don't worry about gettin' the colour bright or even. All you have to do is ensure that the bleach goes evenly and to raise the hair as you hair-dry it. That accelerates the reaction and in the absence of foil to separate the reactions, It does the job equally well, albeit takin' alot more work.
Remember, the more radical the colour, the more you have to bleach your hair. And not all dyes should be mixed with the bleach. Quite a few, in fact, go on your hair after the bleach, so read the directions.
Oh, yeah, mix the bleach with a powder called "blonder", if I remember, to intensify the bleach. Max of two packs per bottle. The higher the concentrate of peroxide, the stronger the bleach. Strongest is at 12%, but that's not available off the shelf. 9% is the highest off the shelf. If you use too intensive a mix, or bleach too many times consecutively, you'll suffer a bleeding scalp. Wash your hair before bleaching to increase reaction. Don't wash it if you wanna protect your scalp.
Your hair gets weaker with each bleaching session, so keep it conditioned if you don't want it to break.

Look in the phone book for local beauty schools. I have received haircuts as inexpensive as $3.00 because the one I use also offers coupons. The usual price is $4.99. This work is done by senior students under the supervision of instructors.

I'm in the Midwest--so I'm not sure if these are out East--but there is a franchise called "Colorific"(www.colorificsalon.com)
They specialize in coloring hair--but they also cut and style (or you can dry it and style it yourself--they have a corner in the salon with a mirror and dryers,irons and all kinds of gel,spray products etc. at no extra charge). I have shoulder length hair and they charge me $22.00 for color and $15 for cut . (price depends on hair length). They are very knowledgable about hair color and have done a better job than any other salon that I've gone to (and I have paid hundreds of dollars for hair coloring that never looked right!!).
